As Secretary of Revenue, Mr. Conta advanced major organizational and statutory changes:

·        Established a departmental employee merit wage system.

·        Implemented an efficiency reorganization of a department with 3000 employees and a $32 million budget.

·        Withdrew the tax exemption status of all fraternal organizations in Wisconsin who discriminated in their membership practices based on racial discrimination.
